Residence Permit in São Tomé and Príncipe: Grounds, Documents and the Path to Permanent Residence

São Tomé and Príncipe does not sell residence in exchange for a property purchase, as some European countries do. A residence permit is granted for a specific purpose: work, your own business, an investment project or family. It is very achievable if the strategy is planned in advance. Here is how the system works and which mistakes cost the most.

Who issues residence permits and under which law

Entry and residence of foreigners are governed by Law No. 5/2008 (amended in 2015). Visas and residence certificates are issued by the Migration and Borders Service (Serviço de Migração e Fronteiras, SMF).

Step 1. The entry visa

Nationals of some countries can enter visa-free for short stays; others apply for an e-visa on the SMF website, usually processed within 7 working days. Holders of a valid Schengen or US visa or residence permit can enter visa-free for up to 15 days.

Important: a tourist entry does not turn into residence automatically. To relocate you need a residence visa: it allows two entries and gives you two months to apply for a residence certificate in the country.

Step 2. Choose the ground

GroundKey documentWhat to watch
EmploymentJob offer and an opinion from the Ministry of LabourSalary at least equal to that of local staff in the same role
Own business or investmentA registered company and start-of-activity declarations with the tax office and INSSThe company must genuinely operate, not exist only on paper
Family reunificationThe family member’s residence certificate, proof of relationship, housing and meansThe sponsor must have held residence for at least one year
StudyProof of enrolment and means of supportRenewed while studies progress

For an investor the logical path is company and real activity first, then residence for the manager or shareholder, then the family. Registering a company does not by itself grant residence.

Step 3. Documents

  • a passport valid for the whole stay;
  • a police clearance certificate with an apostille and translation;
  • proof of means of support and accommodation;
  • the document supporting your ground: contract, company documents, marriage or birth certificate.

Validity and renewal

A temporary residence certificate is issued for one year and renewed annually. The renewal must be filed at least 30 days before expiry. Family members receive a certificate for the same period as the resident.

The key is not to lose your status. A certificate can be cancelled after an unjustified absence of six consecutive months or eight months in total. If you plan to split your time between two countries, plan your travel in advance.

Permanent residence

After five consecutive years on a temporary certificate you can apply for permanent residence. The conditions are no prison sentence of more than one year in the last five years and basic Portuguese. The permanent certificate has no expiry; the card is renewed every five years.

Residence permit or citizenship by investment?

They are different tools. A residence permit suits people who actually live and work on the islands and is tied to presence in the country. Citizenship by investment gives a passport without residence, but costs from USD 95,750 — see our guide to citizenship by investment.
